Considering its connection to the Liche I would speculate it is Magikal.

If we're talking about Will o wisp from folklore, I'd say essence. In the game? I don't know, things may behave differently. But because the wisp in "Of Liches" seemed to have an observable, almost intelligent reaction to the Liche's magic, I still think essence.
